LOCAL EDUCATION AGENCY PARENT AND FAMILY ENGAGEMENTPLAN
2026-27
Shawnee Mission School District will consult with all parents and family members to implement
programs, activities, and procedures for the involvementof families in programs consistent with
the requirements of ESSA Section 1116. Such programs, activities, and procedures shall be
planned and implemented with meaningful consultation with parents of participating children. Section 1116 (a)(1)

Opportunities for consultation could include, but are not limited to:

• Shawnee Mission Area Council Parent Teacher Association
• District Site Council Meetings
• Strategic Plan Action Teams
• Title | Annual Parent Information Meetings
• Board of Education Meetings
• Superintendent Advisory Groups

Shawnee Mission School District receives Title |, Part A federal funds. A portion of Title |, Part A
funds are designated for Parent and Family Engagement. We will plan and implement effective
parent and family involvement activities to improve student academic achievement and school
performance. Therefore, Shawnee Mission School District will develop jointly with, agree on
with, and distribute to, parents and family members of participating children a written parent
and family engagement plan. This plan will also be incorporated into our KESA goals and plans
for long term improvement and will be reviewed and/or revised annually. This plan is posted on
our SMSD website and will be shared at a SMSD Board Meeting.

Shawnee Mission School District will: involve parents and family members in jointly developing
the local educational agency plan (DIP) under section 1112, and the development of support
and improvement plans under paragraphs (1) and (2) of section 1111(d). Our district strategic
plan is updated on five year cycle and parents and community members are involved as
participants in strategic action teams.

Shawnee Mission School District will provide the coordination, technical assistance, and other
support necessary to assist and build the capacity of all participating schools within the local
educational agency, in planning and implementing effective parent and family involvement
activities to improve student academic achievement and school performance, which may
include meaningful consultation with employers, business leaders, and philanthropic
organizations, or individuals with expertise in effectively engaging parents and family members
in education. The district LEA works with administrators on an ongoing basis providing guidance
and collaboration on successful parent and family engagement strategies.

Shawnee Mission School District will coordinate and integrate parent and family engagement
strategies under Title I, Part A, to the extent feasible and appropriate, with other relevant
Federal, State, and local laws and programs, including public preschool programs, and conduct
other activities, that encourage and support parents in morefully participating in the education
of their children; to include, but not limited to, STEAM education nights, literacy education
nights, family curriculum workshops,district multicultural events, migrant back to school
events, and community resource fairs. Schools will offer a flexible number of meetings to
maximize parent and family participation.

Shawnee Mission School District will conduct, with the meaningful involvement of parents and
family members, an annual evaluation of the content and effectiveness of the parent and family
engagement plan in improving the academic quality of all schools served under this part,
including identifying—

• barriers to greater participation by parents in activities authorized by this section (with particular attention to parents who are economically disadvantaged, are disabled, have limited English proficiency, have limited literacy, or are of any racial or ethnic minority background);
• the needs of parents and family members to assist with the learning of their children, including engaging with school personnel and teachers; and
• strategies to support successful school and family interactions;

Every Shawnee Mission School District Title | school will develop a compact that addresses
communication and shared responsibility.

The annual evaluations typically take place in the spring and are conducted bythe Director of
Elementary Services and building administrators in collaboration with parents and community
members. Any revisions made are incorporated into the plan implemented for the following
school year. Parents are involved in planning, review, and improvement of the school plan.

Shawnee Mission School District will use the findings of such evaluation to design
evidence-based strategies for more effective parental involvement, and to revise, if necessary,
the parent and family engagement plans. Parents and family members will be involved in
decisions regarding how parent and family engagement funds are used.

Shawnee Mission School District will involve parents in the activities of the schools served
under this part, which may include establishing a parent advisory board comprised of a
sufficient number and representative group of parents or family members served by the local
educational agency to adequately represent the needs of the population for the purposes of
developing, revising, and reviewing the parent and family engagement plan and provide such
other reasonable support for parental involvement activities under this section as parents may
request.

The district has a Shawnee Mission Area Council. Members are parents and community
members who provide leadership training and coordination for the Parent/Teacher Units in
SMSD. Each individual school in SMSD has a Parent/Teacher Association that contributes and
provides feedback to schools regarding Parent and Family Engagement.

To ensure effective involvement of parents and to support a partnership among the school
involved, parents, and the community to improve student academic achievement, Shawnee
Mission School District shall:

(i) provide assistance to parents of children served by the local educational agency, as
appropriate, in understanding such topics as the challenging State academic standards, State
and local academic assessments, the requirements of the parent and family engagement
program, and how to monitor a child’s progress and work with educators to improve the
achievement of their children;

• Parent/Teacher Conferences
• Progress Reports and Report Cards
• School Report Card

(ii) providing materials and training to help parents to work with their children to improve their
children’s achievement, such as literacy training and using technology (including education
about the harms of copyright piracy), as appropriate, to foster parental involvement;

• Schools provide evening opportunities for parents to engage in reading and math
• strategies that contribute to the success of their children
• STEAM education events
• Schools provide timely information about curriculum, assessments, and proficiency
• expectations to parents

(iii) educating teachers, specialized instructional support personnel, principals, and other school
leaders, and other staff, with the assistance of parents, in the value and utility of contributions
of parents, and in how to reach out to, communicate with, and work with parents as equal
partners, implement and coordinate parent programs, and build ties between parents and the
school;

• Ongoing support and consultation through BIST (Behavior Intervention Support Team), providing staff with strategies for building relationships and effective communication with families around student behavior and support needs
• District-level professional development offered throughout the year focused on family engagement best practices, culturally responsive communication, and strategies for partnering with families of diverse backgrounds
• Professional Learning Days built into the district calendar, during which building staff receive training on communicating with and engaging parents as partners in student achievement
• Building-level training led by administrators on interpreting and using parent feedback (from surveys, conferences, and Title | meetings) to strengthen family partnerships
• New teacher orientation and mentoring programs that include guidance on effective parent communication and collaboration practices

(iv) ensuring that information related to school and parent programs, meetings, and other
activities is sent to the parents of participating children in a format and, to the extent
practicable, ina language the parents can understand;

Title | documents are provided in English and Spanish as well as in any requested language via
written or verbal communication. These are available on our website and through each school.
SMSD is compliant with all ADA regulations and requirements.

In accordance with Board Policy IDAD (Title | Programs), the SMSD has developed and adopted
this District-Wide Parent and Family Engagement Plan to accomplish the required components
of the policy.

Each Title | school within Shawnee Mission School District will:

• Convene an annual Title | meeting to inform parents of the school’s participation in Title |, Part A programs and to explain the rights of parents to be involved;
• Offer a flexible number of meetings, such as meetings in the morning or evening, and may provide virtual options to maximize parent participation;
• Involve parents, in an organized, ongoing, and timely way, in the planning, review, and improvement of the school’s Parent and Family Engagement Plan and programs;
• Provide parents with timely information about:                                                                                           o Title | programs                                                                                                                                             o The school curriculum                                                                                                                                o Forms of academic assessment used to measure student progress                                                 o Expected proficiency levels
• Develop, jointly with parents, a School-Parent Compact that outlines:                                                 o Shared responsibility for improved student achievement                                                           o The importance of communication between teachers and parents                                                  o Strategies to support student learning

Subject: Notification of Parents of Rights and Annual Report Card Notification

This letter serves as notice of your parental rights to request and receive information and
notifications regarding your child’s education in a building receiving Title I, Part A funds
under ESSA. Responses to requests and notifications on the part of the school must be
completed in a timely manner. The Kansas State Department of Education (KSDE)
defines timely as “notification within two weeks”. All notices and information must be, to
the extent practicable, provided in a language that the parents can understand [ESEA
1112(e)(4)].

The following information, in accordance with Every Student Succeeds Act, is available
to parents and/or guardians upon request:
● Information regarding the professional qualifications of a student’s classroom
teachers.
● Whether a student is provided services by paraprofessionals and, if so, their
qualifications.
● Information on the level of achievement and academic growth of students on state
assessments.
● Information regarding the school and school district state report cards.

In addition to the above information, schools must provide the following:
● Parent notification if a student has been taught for four or more consecutive weeks
by a teacher who does not meet the applicable state certification requirements at the
grade level and subject area in which the teacher has been assigned. [ESSA
1112(e)(1)(B)(ii)].
● Parent notification and access to district and building report cards. Annual report
card information can be accessed here.
● Parent notification of English learner participation must be provided within 30 days
after the beginning of the school year or within the first two weeks of placement for
students who enroll after the start of the school year [ESEA 1112(e)(3)(A-B)].
